Red Guards or war lords built up base to improve living conditions in order to develop human capital-economy-human capacity due to military strength. The Modern era was to create census-kill, dead rats, celebrate and make it to the newspaper to benefit population due to disease, grain therefore presenting a positive image from the government to private citizens. During this period political propaganda was widely published throughout the nation in order to gain support from citizens and military.

On September 11, was one of the deadlies confrontations between the Revolutionary Committee of the Workers and the Red Guards, according to the text The People's Republic, "incomplete statatistics , thirteen persons among the revolutionary masse were killed...,and one hundred thirty-five were wounded, seventeeen of them seriously."
This particular massacre is well known because is one it tainted the Mao's history with blood shed.
