They define a dictator as a head of state that exercises arbitrary authority over the lives of their citizens and who cannot be removed through legal means. Number 1 is Omar al-Bashir of Sudan.But number 2 and 6 are Kim Jong-il of North Korea and Hu Jintao of China, respectively.
